Dr. Billie Tingle is a National Literacy Education Consultant with over 27 years of experience in both the K-12 and Higher Education settings. She is certified as a National Inspector for Teacher Prep Inspection-US (TPI-US) participating in teacher preparation program inspections across the United States.


Billie earned her undergraduate degree from the University of South Alabama and began her teaching career in the elementary setting focusing on grades 2nd-5th. She went on to earn both her master’s degree and doctorate from the University of Southern Mississippi. She recently retired from Higher Education as an Associate Literacy Professor. Throughout her career, she has been actively involved in advancing evidenced-based literacy practices serving as Past President of the Higher Education Literacy Council of Mississippi and a founding member of the Mississippi Momentum Project. Over the last decade, her work has been focused on teacher preparation and ensuring that the next generation of teachers have a deep understanding of the science of reading. She has worked extensively in literacy course redesign and has created several undergraduate and graduate literacy courses for both face to face and online courses. She is a National Board Certified Teacher and holds CERI certification as a Structured Literacy Classroom Teacher. She is a National Facilitator for LETRS Early Childhood, LETRS Volumes 1 and 2, LETRS for Administrators and a Professional Learning Facilitator for a foundational skills curriculum company serving as both a facilitator and onsite coach.
